After doing a bit of research most people were describing this material to be either used in order to reduce vibrations on the capacitor or as a glue to help hold the heavier capacitors in place.

Its a rubbery compound squirted between parts that may vibrate to keep them still. Its done at assembly time by the manufacturer to prevent breakage due to mechanical shocks (hopefully). It comes in many colours. Glue to hold components together mechanically. They've not been particularly generous on this occasion.

The white stuff is staking compound. Many different varieties with all sorts of different properties exist for differing purposes. It can be like silicone caulk, more like RTV, all the way up to epoxy.
