The opera company (who owns opera gx) made Opera,which is a bit dubious in terms of its data collection. So, Opera GX is made by an untrustworthy company. Would I say it’s flat out 100% spyware? Probably not. But it’s still weird. P.S. Other browsers could very well just have the same amount of data collection. Didn’t look yet.

This doesn't change the fact that the company is legally registered and headquartered in Norway, and therefore operates under Norwegian and European laws.
