Mew is the only viable pokemon really for mewtwo. If you're not using mew you're not taking advantage of a key aspect of the battle and really asking for trouble. Literally everyone uses mew so its hust assumed the default pokemon. Now if they use it correctly is another story entirely.

That's why it's the only pokemon besides ditto that can learn transform (it's theorized that dittos are products of an experiment to have a manmade pokemon from mew's genes.) Unless you don’t count Arceus as a Pokémon, more of a Deity then Arceus is the strongest being but Mewtwo is the strongest Pokémon.

In fact, the fight with Mew would only have accelerated Mewtwo's battle techniques being refined.
