To answer your question more directly, Redguards are based off of various IRL ethnic groups with certain shared features that would categorize them as "black" to most people. Those of mixed-race aside, we have yet to see any "white" Redguards, in that sense, in the same way you wouldn't really see a blue skinned Altmer.

Sep 9, 2020 · Bretons (and Nords... and Imperials...) aren't depicted as black in the "lore", but that lore is written by real world humans and comes with all of the baggage that entails. If they had wanted more black people in the game they would have written it that way, but they didn't. Even based on the lore it doesn't make a lot of sense.

In ESO and TES V some Imperials/Cyrodiils have very dark skin. Darker skinned people tend to be found along the Niben or on the Gold Coast. Even the occasional Nord has quite dark skin, like Vignar Grey-Mane. Similarly, some Redguards have very light skin.
