Check if you have the latest version of Beat Saber in your mobile phone Meta Quest App. Go to the app, find Beat Saber in the store, scroll down and change your game version to LIVE: 1.xx.xx (number of the latest update).

Now that we've made a new region split at 20.0, we can switch back to the select tool and now repeat the process, so move the 21.0 marker to your best guess at where the song's beat 21 actually is, click play and when things start to not align correctly, create a new region, etc.

Once you have placed your 2 notes, lets switch over to arc mode by clicking T on the keyboard. Before we place the arc, we need to determine it's direction. See, an arc will flow from one note to the next, but a lot of the time these 2 notes are at different angles.

Each light will turn on and off after 1 beat each (10 lights x 1 beat = 10 beats (what the wave was set too)). If the same effect is set on a group that has 5 lights in it, each light will have it’s effect last for 2 beats each (5 lights x 2 beats = 10 beats (what the wave was set too)).
