Nov 9, 2019 · If you go Window>Shapes you can load the Legacy Shapes and More. Thank you so much Jeff, although it took me a minute to realise you meant the 'Window' menu on the toolbar. I'm sure I'm not alone here. I kept opening the shape menu on the 'Custom Shape' toolbar. See screenshot folks, just in case!!

The Shapes panel is new, and the speech bubble shapes that the OP asked about were not considered "Legacy" in older versions. Go to Window>Shapes and use that panel to delete your shapes. Solved: I accidentally imported some custom shapes twice and am unable to delete the duplicates.
