The Indian Ocean Rim Association is an inter-governmental organisation which was established on 7 March 1997. The vision for IORA originated during a visit by late President Nelson Mandela of South Africa to India in 1995.

All sovereign States of the Indian Ocean Rim are eligible for membership of the Association. To become members, States must adhere to the principles and objectives enshrined in the Charter of the Association.
Launch of the Association known as Indian Ocean Rim Association for Regional Cooperation (IOR-ARC) and adoption of the Charter during the First Ministerial Meeting held in Grand Bay, Mauritius, and attended by fourteen Member States.

Additionally, the current Vice-Chair of the organisation is India, which shall second the Chair in their mandate until India assumes the Chairship in 2025.
