Tours are not yet available, but you can tour on your own.

Are visitors allowed to climb all the way to the top of the dome?

On the guided tour, yes. The spiral staircase takes you all the way to the outer dome.

They are open 8am to 1pm. Go to the Kansas Historical Society website. for more info. Definitely take the dome tour.
