Plenty of parking on site and free to visit. It is a huge monument with tons of detailed sculpting. Each side has a different aspect to the founding of Plymouth. Great spot for a picture. Full review by Dewayne P

I dont think its actually on a tour. There is way to much for you to do in plymouth. Plymouth is something you could spend a whole day exploring. the rock, the ships, the plantation, the shopping and much much more. if you have AAA check with them and get maps and additional info.
No fees at all. If you want to take part in the walking tours launching from downtown (i.e. the Jenney Museum) there would be fees. But none to drive up there and walk around.
