Yes there is a wheelchair at Mehrangarh fort and also there is a elevator which you can use both side going to the museum . November is peak season so there are two or three wheelchair at fort so I suggest you you can have your own private wheelchair which we arrange with transport

Sorry I don't know about public transport. I vaguely remember a restaurant as part of the complex so there should be cars coming and going into the evening.

There must be many agencies. We had a local guide who spoke good English. But he was hired by our travel agency in New Dehli, so I don’t have his contact.
