When you first get there, there's a short video on the ground floor about the history of the Bailey Yard. I think that lasted about 10 minutes, and it repeats continuously. It's worth watching. After that, how long you spend in the tower is totally up to you. All you're doing is going up to one of the two observation floors and watching the operation of the yard. You can stand there for 5 minutes or you can stay all day depending on your interest level (we found it fascinating). There's a lot going on in the yard to watch (I'd recommend bringing binoculars), and when my wife and I were there, there was a very informative volunteer that we spent some time talking with. Between the video, the small gift shop, and the two observation levels, I believe all in all we spent somewhere between an hour and a half and two hours there. I'd plan on a minimum of an hour.
