Regarding the stairs from the ferry. I'm sorry I can't help with that as we walked from our accommodation (1km away) to MONA. Suggest you try the gallery. There is a lift inside the building but you could encounter some smaller steps.

Definitely wheelchairs access, they do have glass lift to take you to upper levels, however on the day we went, the glass lift wasn't working later during the day because someone was being silly with the lift - so in this situation, I have no clue if they do have a backup plan, for example, you're already in the upper level, how do you get down when it's the lift is not in working order? Best to contact MONA directly and ask them if they do have a backup plan? In short, "yes" it's wheelchair friendly.
