If I remember correctly my partner and I both had small bags with us.

There is a lift. You have to ask a staff member to point it out because you have to pass through a short "staff only" corridor. It is marked "goods lift" but visitors may use it.

Yes you can keep your luggage in the locker area. But I am not sure weather they will allow heavy luggage. But normally the allow tourists to keep their bags.
